And joining her is (me) Too, also a self profess “effective speaker”. This discussion is going to be tough. Let’s start with (me) Juan.
(me) Juan: Good day to all! As a listener myself I believe that it is that listener responsibility to understand or catch up with the speaker. I know that it takes a hard work to be an active listener; we must be able to do this:v We should apply the massage to our self.

v You must analyze and interpret the message carefully.
v We must provide a feed back to the speaker (it could be facial expression or sound effects). To encourage the speaker.
Like what I just said being an active listener is a hard work. But it is our responsibility to comprehend what the speaker is saying.

(me) Too: Greetings every one! I know that miss (me) Juan has a very strong point, but I’m going to disagree with her. I believe that it is the speaker’s responsibility to make the listener understand what his talking about. An effective speaker must do these things.v The speaker must make eye contact to the people his talking.
v The speaker must elaborate the point.
v The speaker must show honest emotion (be natural).
v The speaker must use some gesture to help the people understand you better.
Being an effective speaker requires knowledge and skills to be able to deliver his message well. That‘s why it’s the speakers responsibility to make sure that the people understand what he/she talking about.

Verdict: Both of them said very strong point regarding this topic. And after much deliberation we decide that it’s tie. We think that it’s both the speaker and listener responsibility to understand the topic. Both of them play a major rule in comprehension. If one of them is missing there will be an imbalance in comprehension.
